Dr. Martin Whitly, publicly known as the serial killer nicknamed "The Surgeon", was arrested in 1988 and convicted of 23 murders. There may have been more. He is a confirmed psychopath, a skilled liar and manipulator, but above all, a glutton for attention. He can act as sweet and sane as anyone else, up until someone rubs him the wrong way, but unless provoked, he'll be downright genial in most conversation, and cagey with any direct attempts to discuss his criminal career. He was also an accomplished cardiothoracic surgeon in the usual right, and consults from his cell on specific cases, contributing to the occasional medical journal.

As of his canon point (Prodigal Son, end of Season 1), he was moved from solitary confinement at a New York psychiatric hospital to the general population cells at Riker's, and is not liking it one bit.
